            LABUAN INTERNATIONAL FISHING TOURNAMENT 2005 ( 11th – 17th April 2005 )

 TOURNAMENT RULES AND REGULATIONS

 1. All participants must be in Labuan by 1800hrs on 11th April 2005 for the  final registration and
     competition briefing.
2.  Fishing Competition commences at 0830hrs on 13th April 2005 and closes at 0800hrs on 16th
     
April 2005
.
3.  Competition area will be 3 miles of Terumbu Layang-Layang to Terumbu Laya
     ( Dallas Reef), Terumbu Ubi (Ardasier Shoals), Terumbu Mantanani & Terumbu Siput.
4.  Entrance Fees is RM380.00 per person which will include subscription to IGFA for the
     Rolex/IGFA Labuan International Fishing Tournament 2005 and Personal Accident Insurance 
    
Policy.
5.  There will be two categories – Individual and Team
6.  Each team will have a maximum of six members. ( lesser number of members making up a
     team are acceptable but at the detriment of the team itself).
7.  Each participant is entitled to submit one (1) fish for each category. ( A total of two (2) fishes for
     the competition).
8.  The prizes will be awarded based on the heaviest fish for the individual event and the heaviest
      total weight for the team event.
9.   Minimum weigh in size for Marlin will be 60kgs and 30kgs for Sailfish and Spearfish. A rough
      field guideline for estimation of weight for Marlins will be 10kgs per foot of fish and for Sailfish
      and Spearfish will be based on 5kg per foot of fish. ( Note: Any Teams or Individuals found in
      possession of fishes smaller than the specified weight will be liable for disqualification at the
      discretion of the organizers). 
10.  Billfishes will not be eligible to be weighed in for the team events. These fishes will only be
      eligible for the individual events. No Rays and Sharks are to be caught or killed.
11.  All participants are required to take a photo of the fishes that they wish to enter for the
       competition. The fish must be alive either in the water or on deck. 
12.  The responsibility of proof will be on the participant should there be any protest lodged against
       him/her. It is the responsibility of the participants to ensure the proper tags are attached to the
       fishes.
13.  Fishes caught by other people other than the participants of the tournament, fishes caught with
       nets, spear fishing, poisons, bombs, long lines, foul hooking or any other methods not
       approved by IGFA will not be eligible for weigh in.
14.  Fishes weighed in for the tournament will be disposed at the discretion of the judges.
15.  There will be a panel of 3 judges. Their decisions will be final.
16.  Participants will choose the boats they wish to charter for the competition. The cost of the boat
       charter will be borne by the participants. The organizers could recommend boats available for
       rental upon request.
17.  There maybe more than one team sharing a boat, if the vessel is licensed to carry the number
      of people. Teams consisting of less then 6 persons can participate but each member will only
      be allowed to weigh in two (2) fishes ( one for the team event and the other for the individual
      event). The consent of the tournament organizers must be received prior to the competition
      date.
18.  Private Boats are allowed to be used in the tournament, but all fishing must be done from one
       (1) boat at any time.
19.  Participants wishing to bring in their own boat must provide the organizers with four (4) photos
       of the boat ( 2 front and 2 side view ) and four (4) passport size photos of the crew and four (4)
       photocopies of either their Identification Card (Malaysian) or Passport (Non Malaysians ). Any
       processing cost will be borne by the participants.
20.  All participants are required to have their own safety gear. Participants without a safety jacket
       will not be allowed on the vessels.
21.  Each vessel will have a marshal on board. He/She will act as a representative of the   
       tournament organizers on board. He/She will have the final say on all matters pertaining to
       safety and well being of the participants whilst on the vessel. He/She is also trained in first aid,
       radio communications. In addition to the official, observers will be randomly allocated to vessels
       for IGFA rules adherence purposes.
22. The Captain of the vessel has the full authority and final say in matters pertaining to the vessel.
      Participants are strictly prohibited from trying to influence or override the decision of the vessel
      Captain at anytime during the competition.
23.  It is the responsibility of every participant to ensure that non bio-degradable rubbish is thrown
       into the sea. All the participants on board the vessel will be disqualified from the competition if
       rubbish is found to have been thrown over board.
24.  All participants must be present at the weigh in station at the Labuan International Sea Sports
       Complex to witness the weighing in of their fish. Participants are required to personally
       acknowledge the official weight of their fishes.
25.  Cut off time for weighing in the fishes will be at 1300hrs on 17th April 2005 . If the owner of the  
       fish is not at the designated site by the cut off time, the fish will be withdrawn from the
       competition.
26.  All protest must be lodged officially via protest forms available at the weigh-in booth on 17th
       
April 2005
. There will be a charge of RM100.00 per protest. Any protest lodged after 1400hrs on
       17th April 2005 will not be entertained.
27.  The organisers will not be responsible for the safety, damages and expenses incurred by the
       participants resulting from the competition.
28.  IGFA Rules will be applied to this competition.
29.  Closing date for submission of entry forms will be as stated at the entry form.
30. All participants are required to sign an indemnity form.
31. Organizers reserve the right to change and amend any rules and regulations or timings of the
       competition as they see fit.
32.  All vessels participating in the competition must have a VHF Radio on board which have the
       International Distress Channel 16.
